With the RFC and IRC's nature, as it is. I'm under the impression it's not possible to 'voice chat' via irc. Could this be done any other way? Sockets, DCC or some sort of *.dll?

With the RFC and the nature of IRC its not possible to send non-text files. Oh, look at that, we have DCC.

The reason we don't have it yet is the suckedness of coding a DLL to record mic input, ultra compress, and stream it via a mirc socket.

It is possible, its jsut like a DCC chat.

I think that the sound requests support is the core of voice chats through IRC.
but what if a user will have to send his voice to the whole channel? does his uplink will be enough?
what bandwidth will the server must have to support that? what about global voice messages...

sound requests have nothing to do with voice chat, and DCC is Direct Client to Client, NOT Direct Client to Channel. So sending it to a channel doesn't have anything to do with a voice chat feature. And the server doesn't have anything to do with the bandwidth, DCC info is NOT sent through the server.
