Why ircops dont reply..it is told they must reply for help?and one more thing?why are ircops sailing someones nicks for money?channels too?do admin knows tham in reality?

As far as why don't they respond, The ircops on my network are very busy with managing the netwrok, keeping it in working order, and make sure there is not down time. This could be the same for your network, though it is their choice to respond also. As for selling a nickname, or channel--the way I see it it's their server, their rules. Unfortnuatly there's not much you can do about it. Thats like you running your own server, killing a person (knocking them off the server) and then getting hell from another user about how you shouldn't do that--its not your place to.

I go online and donate my time to users when I can but theres no way in hell i'm gonna stay on 24/7...well not on dial-up anyways....maybe when my cable connection gets hooked back up then that may change

Nah he wants the people themselves there 24/7 hehe. I can't see that happening.
I use ADSL and stay on all the time, it's great, staying on line all the time mostly isn't necessary but it becomes very habit-forming.

I don't see it happening either, thats why there are more than one LOL...as for the connection. I miss my cable connection. When I had it I was online all the time. and ran a "mIRCbot" as well but now on dial-up i often have to free the phone line for the warden...If she's expecting a call and i'm online its the doghouse for me LOL

Most networkds have a help channel where you can get help from an ircop... mostly ircops are busy peoples and many times quite a lot big jerks... mostly when someones becames an ircop he/she thinks he/she is someone special... This is not allways the case...(you fair and good ircops don't jump on me lol) but 80% not to say 90% are big jerks who just think coz they got one more line from other users in their whois and coz they can have the networks name in their host they are gods... About the nick stealings seling passwords... well, mostly in big networks all commands made by ircops are logged and ircops are watched out on what they do... in small networks where everyone has their o:line just coz they are friends of the network admin then thinks like this happen.... If something like this happens exept warning the admins i suggest you to change network and go to a more serious network with more serious ircops...

Altho IRCops can and do help users, their first priority is keeping their network/server functioning. In addition, many are on teams to resolve issues for all of us that keep them quite busy. Add to that the abuse they have to take, the users who suddenly want to be their bestest buddy, the ones following them around professing undying love, and the fact that many ppl msg with questions they dont need an IRCop for, and its a wonder any of them find the time or inclination to accept msgs.
How do you know the IRCop is actively online when you msg? Have you tried in the networks help channels? Are you sure the help you need can only be gotten from an IRCop? HAve you checked the networks website for the info you need?
As for selling nicks/channels, if that isnt allowed on the network you are on, and you have proof of it, report it to the network/server admin by memo or email. (you can find that info in the MOTD and on their website)
Ppl are ppl...some are nice, some arent. Just as some users and IRCops are nice, and patient, and try to help themselves and others are rude, demand a reply in 3 seconds or less, and expect everyone to drop what they are doing to tend to what they feel is important. Why accuse ALL IRCops? I doubt you'd appreciate it if one of them felt all users were annoying.

All you can do is either message an oper, or go into one of the help channels (they should be listed either in the MOTD or on the network's website) and wait for your question to be answered.
