I'm on Win 10, mIRC 7.43. When attempting to double click urls in a channel, it truncates the bookmark of a url. So for example, http://anyurl.com/thisisapage.php#bookmark, ends up being http://anyurl.com/thisisapage.php. Querystrings are retained as expected. The bookmarks matter on pages such as encrypted pastebins and other JS sites that have somewhat hijacked the original purpose of the bookmarks. If this was removed on purpose, I'd ask that it be made a setting instead so that it can be toggled on or off by the user. Thanks.

Thanks for your bug report. Unfortunately I have not been able to reproduce this issue so far. When I test your link in mIRC v7.43 in any version of Windows, mIRC correctly opens the full URL including the #bookmark. If you open the mIRC/Options/IRC/Catcher dialog and enable the "Show warning when opening a URL", this will display a Link Warning dialog when you double-click on a URL and will display the URL that will be passed to your web browser. Do you see the full link in this dialog?

Yes. I cycled through and set my default browser to both Edge and Internet Explorer and it works as expect. It appears that its an issue with Chrome.

Edit: I've been doing a bit more digging. chrome.exe http://anyurl.com/thisisapage.php#bookmark from a command line works as expected, but running start http://anyurl.com/thisisapage.php#bookmark drops the bookmark. It seems like the weird way Google chose to implement the delegateexecute of the default browser handler drops the bookmark at some phase. I guess I'll go bark up their tree.
