i use mirc all the time and i am a ircop
what you need to do is set the ports in your router
go to
www.portforward.com find your router click on it then select mirc dcc irc dcc and follow the instructions you will also need to find your ip usualy its the ipv4 forward ports to that ip
by the way what program are you using to dcc send like TMD-moviez ect.Cuss there is away around it type this command
/dcc passive on
that will tell mirc to use port 0 and will work for most all dcc sends without setting the ports "which you should do" but that command will work
P.S i also do a lot of scripting if ya need any help with that.

you will also need to set the same ports in mirc
go to Tools/options/connect/options and click on advance
set the same port there as you do in your router
basic ports are 1024 to 5000 but you can select your own range i use 5001 - 5010 myself
port u need Set 59,113 and 6060 as public, range 1024-5000 can be set as private if router allows, server Protocol on all is TCP. irc ports 113 = identd 6667 = irc connect 59 and 6060 = listen ports 1024 to 5000 = send ports
