Hello,

I have cleared the cookies and cache on my laptop. I have read up on several threads on what the error message means but not a solution. I keep getting the following error messages:

Firstly, it is not the wrong port. Secondly, it is the correct host address.

I even tried this on the command prompt to clear the DNS:
C:\Windows\system32>ipconfig /flushdns

Windows IP Configuration

Successfully flushed the DNS Resolver Cache.

:S I am not sure whether if it is DNS or I got K-lined. I have also tried connecting to other servers and I still got the same message - connection refused. Please respond to this thread and let me know how to correct this error.

Realistically there isn't enough information being provided to be able to give a fix. For some reason the server is refusing to let you connect. This is different from a K-line or G-line, which would let you connect, then disconnect you.
I suspect, but this is not the only possibilities, that the server was too full or had too many requests in a short period of time, thus it had to refuse the connection until the resources to handle another connection were available.
While I've seen this on almost, if not, every network that I've connected to, at one time or another, the bigger the network, the more servers it will have, making this situation less likely.

Ahhh. So there's nothing I can do at the moment. =| I was hoping I will be able to get onto IRC some time soon. What I do want to know is: silly of me to ask, what are some ways to work around it?

seems to be fine now, probably had an issue with the server.

did you research that?
i have so little time on my computer.
let me know if anyone can connect, if you know.
it's been 6 maybe 8 years i have been connected.
now this?
not my router.
i would really love to know if anyone can connect?
am i just wasting my time here?

Interestingly I was able to connect using /server -m irc.torn.com, but I timed out when I tried to ping the address from the DOS prompt.

Many shared hosting enviroments block ping (ctcp) requests to the main host or IP, so this is nothing uncommon. I can dns the host and traceroute the IP ok. The RDNS doesnt work but again that wont stop you connecting. "cannot resolve host" is usually a dns issue in itself and possibly at your end. So with that in mind try connecting to the IP itself /server 66.225.200.86
If that works try googling opendns and add it to your network config or router

P.S I have connected to irc.torncity.com and that IP with no problems the ping report is

Oooops silly me forgot to address another issue. A connection refused is usually down to the IRCD isnt running or a firewall setting serverside refusing your connection requests, possibly email the admin?

I got the same thing, but connected using /server 66.225.200.86:8001

Just to clear you up there, ping from the DOS command line is not a CTCP ping. It's either a UDP or ICMP ECHO. CTCP is an IRC thing. You were correct though, many block ICMP ECHO.

Check your firewall (sic- should be named proxy) settings in mIRC. To disable your mIRC firewall configurations: /firewall off. Try to reconnect. If you are still unable to connect, try resetting your router. To do this, turn the power off for your router. Count 30 seconds, then turn it back on. Wait for your router to reconnect to the internet, and try again. This is important because many routers cache DNS entries, as does your OS, so in actual fact ipconfig /flushdns might not be doing what you want it to do.

If this does not help, please report back with the results of /dns irc.torn.com.
