why are this problem always occurs when i loggin to irc? please help me..this problem occurs in few days already...what should i do?

this problem will lasts longer or just temporily?

It means your IP has been blacklisted, if your IP is dynamic reset your internet connection (however the whole block may be blacklisted) If you have a static IP ask your provider to help clear it up. If you are using a proxy try connecting without the proxy.
