Okay, well, I was having some trouble with mIRC, so I uninstalled it and reinstalled it. I then reloaded my scripts, which I had saved to backup files. However, when I tried to use the right-click options on the Nicklist, which came preloaded on mIRC the first time I downloaded it, nothing happened. There is no list of actions like there normally was. Can somebody help me with this?

If you tried all of the suggestions in that topic, then the only thing left, that I can think of, is to:
1) remove mIRC using Add/Remove Programs (or whatever it's called in Vista)
2) remove any and all files that may be left (not necessarily delete, just make sure they don't exist in the installation directory).
3) download a fresh copy of the mIRC installer from here
4) Run the installer for a Full install (if it shows an upgrade installation as default, change it to the Full install).

If you can find the Defaults directory off of the mIRC installation directory, then follow the instructions in the post referenced earlier about copying & loading the files manually.

If you can't find it, or it's empty, then I'm afraid I have run out of ideas.

I have loaded the files manually. Everything except the right-clicking in the Nicklist works normally.

If you are using the /load command to load the file, make sure you're using the correct switches. See /help /load for an explanation of what switches are to be used for loading files into what areas.
If you are using the File -> Load option in the menu, then make sure that the Tab selected is Popups, and that the Nicklist option is selected in the View menu.
Don't worry about the seemingly contradiction of having to load the same popups.ini file several times. Once for the Status Window, once for the Channel windows, once for the Nicklist, etc.
