My "Track URLs" doesn't appear to be working. Perhaps a result of my environment - see below. I've tried both an old licensed copy of mirc 5.91 and a recently licensed copy of mirc 6.35. Neither make any sort of attempt to load a browser, or a new browser window/tab with either MSIE or Firefox.

Windows XP Pro SP3 w/ Licensed copy of XPUnlimited
MSIE 6 Unpatched (and unused!)
Firefox 2.0.0.20
AVG Anti-virus 8.5
Windows Firewall ON
mIRC 5.91 and mIRC 6.35

Please accept my apologies if this has already been answered. I did spend some time digging through old forum posts, but didn't find anything except for people who had somehow enabled "Track URLs" and did NOT want it.

OK - for any of you who WANT this behavior, like me .....

There are two places you need to configure this.

The first is the "Track URLs" option that you can set by right-clicking on the channel tab.

The second is in the main mIRC options menu. (Click the options icon, go to Tools->Options, or click Alt-O.) In there, go to the IRC group, and click on "Catcher." Under "Enable catching for:" at the top, check the "URLs" box. This screen is also where you can make some other adjustments to how your system will behave when launching URLs.
