I've never come across this message before, but the first place I'd look would be at what modes have been set for you.
Type //echo -a $usermode
then post the response, along with the network name here.
We need to see the modes to check them against the various possibilities, and we need the network name just in case there's a specific mode being set that we don't recognize.
