You can't make a client for mIRC because mIRC is a client to begin with. You'd have to make it for IRC. And there are many web-based IRC clients out there including ones made in Java and ones made in CGI. There may be others as well that I don't know about. If you want to make your own, you'll need to start by reading the IRC RFC so that you know how the protocols work.
