What OS do you have? Are you clicking the mIRC.exe file or a shortcut? Are there any errors?

i received no error message. the mouse cursor showed the hour glass and after that its gone. no error message.

i have tried to open mIRC through the icon that the installer created and going into the mIRC folder and clicking mIRC.exe many times. still, nothing happened.

it isnt the same as im using windows xp service pack 1a.

this had never happened before. previously i still can open it without any problems. i did not reformat my computer.

Maybe you have a firewall or antivirus program that is set up to not allow mIRC to run?

Is it being minimized to the system tray on startup? Is mirc.exe in the list of processes in the task manager?

The thread I linked mentioned that it will be fixed in the next version; If Khaled recognized it as a bug then there's not much you can do- according to the thread 6.21 should still work. Otherwise, perhaps you can contact Khaled directly for a workaround until the next release:
