Hi, I am relatively new to IRC and I have a troublesome person in my chat room and I would like to ban him; however he is able to reboot his modem and obtain a new IP address and failing that he just uses a proxy. I dont want to set the whole room to +r because it inconveniences many people. So I am wondering if there is any way to ban this guys MAC address? Or does anyone have another suggestion of how to get rid of such idiots?

You cannot ban someone's MAC address. The IRC protocol doesn't provide that information (internally or externally) for bans or anything else. You can ban a range of IPs or hosts using the * wildcard. Example, a ban on *@11.22.33.* would ban everyone with an IP from 11.22.33.0 to 11.22.33.255. Typically, if someone is reseting their modem to get a new IP/host, they will get one that is similar (one number different).
