There is an option in most IRCd configurations to limit the
number of simultaneous user connections, the server to which
you're trying to connect has reached that limit. Try again in
a few minutes or try a different server on the network.

It means just exactly what it says. You happened to hit a fluke time when all of the available connections to that server/network happen to all be in use. This is a very rare case, and I can only recall hearing of this happen once before, in the roughly 10 years that I've been on IRC.
