You, or the address (possibly IP) has been banned from that server (possibly network). I don't recognize the detailed error message that tells you your banned, since it's in a language that I don't understand.
To simplify, you're going to have to contact the people that run that network, probably via their website, and enquire of them as to how you get unbanned (and why you're banned if the details in the banned message are insufficient).
