This morning I started up my computer only to find this:

Naturally, I hit delete, out of fear.
Should I download the latest mIRC and then reinstall? And if so, will I lose all my current settings?

Yes you can do that, but some AV's report mIRC itself as
a trojan simply because malicious scripts can be written
for mIRC, this does not mean mIRC itself is the culprit if
there is one at all. You should never load a script from
an unknown source.

When you do the installation, use the upgrade option to maintain your current settings.

hi, i've been getting this wierd mesage lately that says you have a irc client remotely watching you locally or something close to that and its kinda freaking me out and i wish someone could help me please. thank you.

These steps account for a worst case scenario.
1) Uninstall any and all scripts
2) uninstall mIRC
3) Download mIRC from the official download site
4) Reboot
5) Scan your system with an up-to-date anti virus scanner
6) Scan your system with an up-to-date trojan scanner
7) Re-install mIRC
8) Load only the scripts that you know and understand. If there aren't any then don't worry about this last step
