One of the settings of an irc channel is +l
This can limit the amount of users to a certain amount.
If the operators of that channel have set that number to a very low amount, it will tell you that channel is full, and that you can't join it.
If you are able to connect correctly to the network, then there is nothing wrong with your connection. They just configured the channel settings incorrectly.
