Is it possible to get connection to QuakeNet without the need to download anything to my computer? I mean a completely web based IRC client.

Even the web based IRC clients require a little bit of information to be downloaded onto your computer. In those cases the information is usually the Javascript interface and/or cookies. I'm personally unaware of a general usage web based IRC client. If the network that you want to connect to supports a web based IRC client, then you can probably obtain information on the client and/or access from their website.

there are free cgi:irc webchats... those don't require you to download anything (except for normal www trafic)

try mouselike.org for instance
