If the script is in your mIRC directory type /load -rs /path/somefile.mrc

Or go to remote editor (Alt + R) and press file and load.

Then it's loaded, right click in either your status, channel, nicklist,query or click on your menubar to find your loaded script. Though most addons I think should have an on load event telling you how to work the script.
