Can you tell us more about the actual wIRCd you are using?

Almost every IRCd comes with an example configuration file too. Take a look around for it.

I found the website to this IRCd ( http://wircd2k.sourceforge.net ) and couldn't find much information on the configuration file setup. I would recommend another IRCd though, UnrealIRCd is popular and isn't that hard to setup. The doc's are included with the download and every thing you need to know about it can be found there and on it's website.
www.unrealircd.com (main site)
http://www.vulnscan.org/UnrealIRCd/unreal32docs.html (online docs)
http://vulnscan.org/faq (FAQ)

If you were just lookin for an IRCd to mess around on, there is a mirc scripted IRCd I sort of like, called EasyIRCd and that can be found at http://mirc.net/projects.php?go=1116369447

Ditto, I found wIRCd to be a clunky, slow, unstable pos.
Unreal worked very well and was very well documented.

Yes it will, however I recommend Windows 2000 based on my usage of Windows 2000 Advanced Server when running this software. If you can't afford this then you might be better off using FreeBSD if you know how to run it. Windows 9X is an unbearable OS to run as a server.
