There's no need to use all caps, it's considered shouting and won't get you helped any faster
First thing's first, type
/!remote off which will disable all scripts you're running. You may then be able to speak. Type
/ignore -r before you do so as the 'virus' may have put everyone on ignore to prevent them helping you.
You should check out
this thread for various resources for virus/trojan checking your computer, and install a firewall on your computer too. You can also check out
http://www.nohack.net/index2.htm for lots of advice.
You probably got infected by either 1) typing something involving $decode (most likely in this case), 2) Downloading an infected file or 3) visiting a website with an automated script that exploits your computer. Please do not type whatever people tell you (even if they say it will give you free porn or get you ops in a channel), download files off strangers/bots, or visit websites that are spammed (advertised) to you by people you don't know.
