A black list is a personal script of someone. A personal AKick list. Because it's personal, we can't tell you WHY your IP is blacklisted, nor can we resolve the issue. This is an issue that you will have to speak to the person who banned you about, or another op of the channel in question. It has nothing to do with mIRC and there is nothing we can do about it.
Do note, the ban may not be aimed solely at you. It may be aimed at all people from your ISP or from your country due to someone else who decided to evade bans or be particularly abusive, or it might just be a naive op who set the ban mask too wide in their script.
