Each server on each network would have their own rules and policies regarding bots. Check out their individual websites (
www.quakenet.org www.ircnet.com etc.) - EFnet doesn't have an official website, but
www.efnet.info is a good one - also try Google.
I know a reasonably up-to-date bot policy for DALnet is
here.
