If you'd bother to sit back and look at how websites are developed nowadays you'd understand that quoting URLs inside <>'s is obsolete.
Why do you keep bringing up website design? This has nothing to do with website design. Nowhere in the RFC does it say "This RFC applies only to website content." This has to do with mIRC properly recognizing URLs so that a feature it offers will not be buggy.
