mircs port 59 is used for DCC server, i'm not sure what you mean by can't access it, normally to turn this on it would be
/dccserver +scf on 59
assuming you want all 3 switches
Send,Chat,Fserve
If you mean forwarding port 59 from your router, you would need to check the port forwarding config in your router, to make sure it's still being forwarded to the proper Internal client IP
