The Connection Refused error message means that the server is actively refusing your connection. There was recently a thread about it, see
this thread and look at the links too. Try another server on the network.
As an FYI, I deleted your other thread in the General Discussions forum. Also, if you have connection problems in the future, the 'Connection Issues' board is the appropriate place but it's not terribly important. To avoid confusion, I have left this thread here
