Hey there,
Services such as NickServ, ChanServ, MemoServ and so on are completely unrelated to mIRC. They are specific to the network that you connect to - not all networks have these Services and they do not come with mIRC. Remember that mIRC is just an IRC client that allows you to connect to IRC - it isn't IRC itself.
For help with Services you will need to go to the #Help channel for your network or search their website for documents that might cover all the Services commands. Usually, ChanServ deals with AOp/SOp access.
If you use DALnet (And I only single DALnet out due to fact it's the biggest network with NickServ/ChanServ) then you can get a guide to their Services on their
