The message you are receiving tells you what to do to find out about nick registration on your network:
For help registering join #dc-chat & type !nickserv
Join the channel #dc-chat on that network.
Then type
!nickserv (don't forget the exclamation mark!).
Not all networks have nick registration, and even those networks that do may have different procedures - so the best advice is to follow the instructions!
