Some networks do support hidden hosts (usually mode +x) - The user with that vhost could be an IRC Operator on that network seeing as his vhost contains Za.net which is likely owned by the network. Check if they have the line "is an IRC Operator" in their /whois. It might be however, that you have to register a username to get one. Ask in the network's #Help channel and they give you more advice.
To get one you'll need a BNC or PsyBNC hosted on a Shell account. Try searching
Google or you might like to run a
Search on these Forums for "Shell" and see the various topics that cover it - expand to 'All Forums' and expand the date range to 'All Posts' for best results.
Oh, and just an FYI, the bit after the @ that you posted is your hostname, not your IP. Use
/dns nickname or
/dns hostname to get an IP. An IP is a 4 digit number, for example 82.0.65.228. You could also do
//echo $ip.
