I don't happen to see any notice on their webpage, but they could be doing maintenance, or perhaps have banned a complete ip range due to abuse. This may either be from clones, or trojans infected on a range of ips. I would recommend
asking quakenet why you are banned, and see if they can't get things sorted correctly.
