Something what you whant already exist.. When someone msg you the mIRC icon start flash.. To enable this feature go to mIRC Options -> Irc -> Options -> Flash On -> Query message.
Also you can config the mIRC to flash when someone on the channel say's you nick.. Look there mIRC Options -> Irc -> Highlight.
Also you can make mIRC Icon animate when is some activity, look at mIRC Options -> Display -> Options -> Tray.. -> Animate icon when there is activity.
