In 6.1.2, if I take a windows and drag it upwards under the toolbar, the scrollbar will apear for a second and then disapeer, then reappear... It looks like it first recognizes the border clash, and then ignores the border for maybe 10-15 pixels, and then realizes it's suposed to have a scrollbar again.
Just thought I'd throw this out there to see if it isn't that my computer's been on too long
