Just add the server to your servers.ini file .. mIRC can already handle password protected IRCd's. Since you as a user cannot change the required password for the IRCd, why would you want to be asked repeatedly for the same password?
Bouncers aren't covered in RFC1459 nor should mIRC conform to any non-RFC 3rd party program. If it did the mIRC installer would be huge.
