Since its only this server, its most likely a problem on their end, as in the server could be down. Have you checked that network's website? Whether they use other ports or not, i dont know, but the generally used ports are 6660-6669, 7000-7001
Maybe try connecting to the ip, /server 64.246.38.95
I connected to it ok just now, so its up. from MOTD:
