You can always call other countries -- that's why there's international acces codes. Alternatively, usenet is an unlimited source of knowledge, as long as you ask in the right group.

Manufacturer's websites always provide the latest drivers for their hardware, so it has to be there. If it isn't, they are not supporting the hardware anymore, and you're pretty much on your own then.
