This is probably not related to mirc. There is a Windows option (accessible only from the registry or with tools like Microsoft's TweakUI) that, when enabled, prevents apps from stealing focus. I tried it with both this setting enabled and disabled and it works fine: /showmirc -s makes mirc pop up when the setting is disabled.
