Full stop, end of story. If you want to be a h4x0r or use your employer's time to gasbag or download things then you are in the wrong place. Your employer will have blocked IRC ports two very good reasons:
1. To help stop the ingress of damaging data (virii, trojans, backdoors or whatever you want to call them) - Having had one of my servers nailed by Nimbda (not an IRC borne virus but a virus all the same) I know the importance of vigilance when it comes to computer security.
2. Your boss will surprisingly want you to do some work.
