First, "RAW" does trigger for all events, not just numerics. This issue that gave rise to this feature request is that with CAP gaining popularity scripters have(had; see the second part of this post) no way to make use of these CAP modules without breaking mIRC's internal event handling.
I'm totally unfamilar with these new CAP modules. I haven't connected to a network that uses them. Thus I know nothing about them. I use my own event redirection so i'm not sure it would impact me or not. As of the most recent public release, "RAW *:*" will not trigger on events such as NOTICE, PUBMSG, PRIVMSG, JOIN, PART, etc etc...

I don't HAVE the closed beta version because of it being a CLOSED beta! I'm glad the feature has been added to the closed the beta. But for everyone else we'll have to wait till the public release.
