Ideally, I'd like it to run on a timer. Any amount of votes can be cast within the timer (for example, 5 minutes). Then, whichever has the the higher amount of votes, wins. So if within five minutes of the "!addvote" starting, 6 people vote

no,
no wins.
Anyone should be able to use the command, but I'd like it if only one vote could be running at a time, if possible. So once an "!addvote" has been cast, anyone else using the "!addvote" command will be ignored by the bot.
