Look what happened when Microsoft tried to build friendly AI that helps you with every command/task and function... Most people just find it annoying and want to get rid of it.
Also, in most rooms there's a lot of people that aren't actually active in the channel, or are using their computer as a set of scripts or bot already... The last thing IRC chat needs is _more_ automation.
