That's Japanese. Does it appear in your browser as Japanese? It shouldn't... as this page is using the ISO Latin encoding. Not Unicode.

Now, you can easily view this correctly in most any modern browser by adjust the "Text Encoding" which is under one of the menu's (it's typically under the View menu in my experience and change it too Shift-JIS.



I can see this being in the Developer Forums... but not in the "General Discussion" page. Your casual internet citizen doesn't care how it works... as long as it works. They don't want to be bothered with code pages and "UUEncode" support. For those of us who write in languages based on the latin (or whomever's) alphabet that most people in the West use it's not really of concern since the we don't regularly use characters beyond that.
