The Microsoft Agent links were actually correct up to last year :-) Unfortunately when Microsoft released Windows 7 they decided to stop supporting Microsoft Agent and removed all related pages from their website, which is a shame since it was a useful resource. mIRC was probably one of the largest projects that used Microsoft Agent. The /speak command is very old and requires components that are unlikely to work any longer. The next version of mIRC will however support the latest speech features in Windows 7 and will add a text to speech command that you can use in scripts.
