There's a weak link between you and the IRCd in question. Does this affect other applications (eg. does your browser also perform poorly?). If so, it might be a duplex mismatch causing packets to drop between you and your router. If not, there's nothing you or I or anyone on this forum can likely do to help, and you're consulting the wrong forum.
