Try using irc.dal.net
That way you'll connect to the round-robin, which, in turn, should send you to a server that isn't very busy.
To my knowledge there is no real way of avoiding timeout errors, as they can be caused by internet lag, a server being busy, a slow response from your computer, and/or many other possibilities.
