You should ask the people on the network you're referring to.

mIRC is a *client* for the IRC protocol. mIRC does not administer any networks or servers, that is done by people and organizations hosting IRC servers. Since nobody here administers the network you're referring to, there's not much we can do for you. The people who actually run the servers should know what to do though, so you should connect to the server and ask them (or email them).
