As mentioned in that very kline message, your IP is blacklisted. This does not necessarily mean *you* have a virus, trojan or spyware... it means they think the person using that ip does. This might be because of the last IP owner, it also might be a false positive, or if you share the IP with the problem machine (on a university LAN for instance). Contact the server admins. This is not a router issue, and ISP's don't "proxy" IRC connections silently.
