Only if they would send a custom message to you about the fact that you've been ignored - and why should they send that message
Ignores work on the client side (chat program); the IRC server keeps sending all chat messages to all clients - so the IRC network doesn't know which user displays or ignores this or that message. There's no general information arround about a users ignore list, and no command to request that a list.
