Do you have mIRC's connect on startup option checked? Alt-O > Connect > Options.
Beyond that, try this on a clean copy of mIRC downloaded from
http://www.mirc.com/ . And note that hacked versions have bugs that are unrelated to the real version of mIRC, including startup bugs. So if you're using a hacked version, that may also be why.
