No he's not. You can't silence every notice.
IE:
* [10053] Software caused connection abort
* Disconnected
* Connecting to server.com (6667)
* Connect retry #1 server.com (6667)
* Unable to connect to server (Connection attempt timed out)
That's just a couple.
