You or your ISP is blocking the connections. Check your router and/or firewall settings and make sure you're not blocking ports. Also, make sure that your Localhost inforation is correct in mIRC's options. Beyond what you can do locally, your ISP may be the cause. This is especially true if you're using a university or business network.
