Looking at the help file, on text specifically allows multiple _channel_ targets ( :<*><?><#[,#]>: ). On input doesn't ( :<*#?=!@>: ).
The on text behaviour may be an artifact...I don't see anything obvious in
versions.txt that implies anything has changed from the helpfile syntax definition.
